数字经济与实体经济融合赋能产业高质量发展:理论逻辑、现实困境与实践进路

摘　　要：在构建“双循环”新发展格局的目标下,数字经济与实体经济融合能够产生“降本增效”的作用,提高生产迂回度和附加价值,引致新业态、新组织、新模式诞生,从而赋能产业高质量发展。具体而言,数实融合能够助推产业结构转型升级、提高产业效率、增强产业创新动能、赋能产业绿色发展。然而,当前我国数实融合的实践进程中还面临着数字鸿沟与区域间产业发展的差异性共存、数字技术核心领域自主创新能力不足、部分传统产业数字化转型动力不强、数据要素流通不畅等一系列现实困境。若要持续推动数字经济与实体经济深度融合,赋能产业高质量发展,就应采取措施弥合多维数字鸿沟,推动数字技术自主创新,引导产业数字化转型,畅通数据要素市场化配置渠道,以促进产业发展的质量变革、效率变革和动力变革。Under the objective of establishing a new development pattern of“dual circulation”,the integration of digital economy and entity economy can have a“cost reduction and efficiency increase”effect,improve production detour and added value,lead to the birth of new business forms,new organizations,and new models,and thus empower the high-quality development of industries.Specif⁃ically,the integration of digital economy and entity economy can boost the transformation and upgrading of industrial structure,improve industrial efficiency,enhance industrial innovation momentum,and empower the green industrial development.However,in the current practice process of the integration of the two in China,there are still a series of practical difficulties,such as the coexistence of digital divides and differences of industrial development between regions,insufficient capacity of independent innovation in the core field of digital technology,the weak momentum of digital transformation of some traditional industries,and the poor circulation of data ele⁃ments.In order to continuously promote the deep integration of digital economy with entity economy and empower the high-quality de⁃velopment of the industry,we should take measures to bridge the multi-dimensional digital divides,promote independent innovation of digital technology,guide the digital transformation of industries,and smooth the channels of market-oriented allocation of data ele⁃ments.Through the above means,we can promote quality,efficiency and power reforms in industrial development.
