乡村振兴战略下新疆基层政府文化惠民工程路径探析--基于史密斯模型的分析

摘　　要：新疆基层政府文化惠民工程的更好推进,是铸牢中华民族共同体意识的迫切要求,是助推边疆乡村振兴战略的重要内容。运用史密斯政策执行过程模型,从乡村振兴战略背景出发,论述了新疆基层政府在文化惠民工程实施过程中面临的诸多困境。为提升新疆基层政府文化惠民工程执行力,巩固脱贫攻坚成果,提出以下4个改进措施:深入调查、优化政策,突出文化惠民工程顶层设计优势;多方参与、引进人才,建设高效的文化惠民工程队伍;强化教育、提高认知,鼓励群众参与文化惠民工程;加大投入、营造氛围,改善文化惠民工程实施环境。The better promotion of the cultural benefit project of grass-roots governments in Xinjiang is an urgent requirement to strengthen the consciousness of the Chinese national community and an important content to boost the revitalization strategy of border villages.Using Smith’s policy implementation process model and starting from the strategic background of rural revitalization,this paper discusses the difficulties faced by the grass-roots government in Xinjiang in the implementation of the cultural benefit project.In order to improve the implementation of the Xinjiang grassroots government’s cultural benefit project and consolidate the achievements of poverty alleviation,the following four improvement measures are proposed:In-depth investigation and optimization of policies,highlighting the top design advantages of the cultural benefit project;Participate in various ways,introduce talents,and build an efficient project team of cultural benefits to the people;Strengthen education,improve awareness,and encourage people to participate in the project of benefiting the people through culture;Increase investment,create an atmosphere,and improve the implementation environment of the cultural benefit project.
