青少年体育服务业治理困境与突破路径研究

摘　　要：青少年体育服务业是体育产业的未来布局关键,也是新时代加强青少年体育工作的重要推手。基于“善治”理论分析框架,运用文献资料与逻辑分析等研究方法,对青少年体育服务业供给主体治理失灵困境的内在机理进行理论分析。研究认为:青少年体育服务业存在政策法规不健全导致的管理部门职责不明,企业内部治理结构不完善导致的服务质量参差不齐,家庭认知偏差导致的主动治理能力不足及体育社会组织的独立自主能力不足导致的“志愿失灵”的治理困境。为实现青少年体育服务业的善治,提出优化政府职能,建立跨部门、多层级的治理机制;完善企业内部治理结构,丰富青少年体育服务内容;发挥家庭主动引导作用,营造家庭体育活动氛围;培育体育社会组织,发挥其主观能动性的突破路径。Youth sports service industry is the future of sports industry,and also an important driver to strengthen youth sports in the new era.Based on the theoretical analysis framework of"good governance",this paper makes a theoretical analysis on the internal mechanism of the governance failure dilemma of the supply subject of youth sports service industry through literature review and logical analysis.The research believes that the governance dilemma of"voluntary failure"might be due to:the government's imperfect policies and regulations in the youth sports service industry lead to the unclear responsibilities of the management departments;the imperfect internal governance structure leads to uneven service quality;the cognitive bias of families leads to the lack of active governance ability;the lack of independence of sports social organizations.In order to implement the good governance of youth sports service industry,it is proposed:to optimize the government functions and establish a cross departmental and multi-level governance mechanism,to improve the internal governance structure of the institution and enrich the content of youth sports services,to give play to the family's active guidance role and create an atmosphere for family sports activities,and to cultivate sports social organizations and their subjective initiative.
