摘　　要：站在新的历史起点上,“龙山经验”创新和发展了新时代的“枫桥经验”,通过不断探索新的治理模式,提高了市域社会治理能力。以基层治理的“龙山经验”为研究样本,考察基层治理嬗变的客观背景与现实动因,剖析“龙山经验”从双轨走向耦合的发展逻辑,进而探索“龙山经验”在实践中取得的质性突破,形成了顶层设计与基层实践的耦合、法治理念与基层治理的耦合、机关部门与镇(街道、区)的职能耦合等一系列耦合性治理模式,以适应新时代基层社会治理的需要,加快推进市域社会治理现代化。Standing at a new historical starting point,“Longshan Experience”is an innovation and development of the“Fengqiao Experience”in the new era,and improves the capacity of municipal social governance by constantly exploring new governance modes.Taking the“Longshan Experience”of grassroots governance as the research sample,this paper examines the objective background and re⁃alistic motivation of the tremendous change of grassroots governance,analyzes the development logic of“Longshan Experience”in changing from“dual track”to“coupling”,and then explores the quali⁃tative breakthrough achieved in practice of“Longshan Experience”.A series of“coupling governance”models have been formed,including the coupling of top-level design and grassroots practice,the cou⁃pling of rule of law concept and grassroots governance,and the coupling of functions between govern⁃ment departments and towns(streets,districts),so as to meet the needs of grassroots social gover⁃nance in the new era and accelerate the modernization of municipal social governance.
