深圳市城市更新融资模式探析——基于“工改工”类项目

摘　　要：“工改工”作为城市更新中一种重要的项目类型,是推动深圳产业转型升级的重要引擎。结合深圳市城市更新政策背景和项目实践,分析深圳“工改工”类项目发展现状,探讨此类项目在开发运营等环节所面临的融资困难,提出“顶层设计+政府引导基金+各社会主体共同参与”的模式,以Y集团为例优化融资模型,探索多途径保证融资渠道、多主体保障产业开发运营等策略,为更好地推进“工改工”项目探寻路径。As an important project type in urban renewal,"industrial areas reformation"is a key engine to promote industrial transformation and upgrading in Shenzhen.Combined with the policy background and project practice of urban renewal in Shenzhen,it analyzes the current development status of"industrial areas reformation"projects in Shenzhen,discusses the financing difficulties faced by such projects in the links of development and operation,and proposes the model of"top-level design+government guidance fund+all social subjects'participation".Taking Y Group as an example,to optimize the financing model,strategies such as guaranteeing financing channels through multiple approaches and guaranteeing industrial development and operation through multiple entities are explored to find ways to better promote the"industrial areas reformation"projects.
