环境规制对农户畜禽粪污资源化利用行为影响研究

摘　　要：文章基于新疆655份农户的调查问卷,运用Probit模型、IV-Probit模型和中介效应模型实证分析不同环境规制对农户畜禽粪污资源化利用行为的作用机制,并从内部动力和外部压力双视角出发,对社会压力感知和环境认知的中介效应进行检验。研究结果表明:激励规制和引导规制正向影响农户粪污资源化利用行为,且引导规制影响效果更显著,但约束规制对粪污资源化利用行为影响不显著;社会压力感知和环境认知发挥着部分中介作用,即环境规制可通过加强农户社会压力感知和提高农户环境认知两条路径来促进农户畜禽粪污资源化利用行为。基于此,应充分发挥环境规制作用,高效治理农村粪污污染问题,助力乡村振兴。Based on 655 questionnaires from farmers in Xinjiang,this paper uses the probit model,the IV Probit model and the mediating effect model to empirically analyze the mechanism of different environmental regulations on farmers’livestock and poultry manure resource utilization behavior,and tests the mediating effect of social pressure perception and environmental cognition from the perspective of internal dynamics and external pressure.The research results indicate that incentive regulations and guiding regulations have a positive impact on the behavior of farmers in utilizing manure resources,and guiding regulations have a more significant impact,but restraining regulations have no significant impact on the behavior of manure resource utilization;the perception of social pressure and environmental awareness play a partial mediating role,that is,environmental regulation can promote the behavior of farmers in the resource utilization of livestock and poultry manure by strengthening their social pressure perception and improving their environmental awareness.Based on this,the role of environmental regulation should be fully utilized to efficiently address the issue of rural fecal pollution and assist in rural revitalization.
