摘 要:作为城市更新的一个重要组成部分,老旧小区改造受到社会关注,引入社会资本是保障其稳定推进的有效路径。为增强老旧小区改造项目的科学性、客观性和可持续性,在前期公私合作模式选择的决策阶段引入灰色系统理论和序数优先法并确定了指标体系,构建适合于老旧小区改造项目公私合作(PPP)模式选择的决策模型,再以实际案例验证其有效性和适用性。结果表明:提出的决策模型能够有效地解决老旧小区改造项目的公私合作(PPP)模式选择问题,完善现有的研究成果并为相关项目的PPP模式选择提供理论依据和决策参考。As an important part of urban renewal,the reconstruction of old residential areas has attracted social attention and social capital is introduced as an effective way to ensure its stable advancement.In order to enhance the scientificity,objectivity,and sustainability of renovation projects in old residential areas,in the early decision-making phase of public-private cooperation mode selection,the grey system theory and ordinal priority method were introduced,and the index system was determined,then a suitable decision model for the old residential area renovation project PPP mode choice was established,then the effectiveness and applicability were verified by a case.The results show that the decision model proposed in this paper can effectively solve the problem of PPP mode selection of old residential area renovation projects,improve the existing research results and provide theoretical basis and decision reference for the PPP mode selection of related projects.
