后生产主义视角下威尔士农业环境计划对我国乡村发展的启示

摘　　要：在生态文明和乡村振兴战略背景下,我国乡村成为应对粮食安全、环境管理和生物多样性等问题的主要阵地,如何进一步完善乡村的相关政策机制,成为学者们关注的重点。而西欧各国也曾面临相似问题,社会中产阶层希望乡村提供更广泛的商品和服务,包括食品安全、休闲空间、生境管理以及环境服务等,但生产主义乡村范式在空间生产上难以响应社会需求。英国政府为解决这一问题提出“威尔士农业环境计划”,通过构建“土地利用—生境管理”关系、形成“政治—经济”双驱动的空间响应,以及从“形式—内容”上丰富创业活动等政策手段,形成高质量发展的后生产主义乡村生产范式,并促使农户生产与生态兼顾的公众意识的觉醒。文章通过解析后生产主义语境下英国威尔士农业环境计划的动因、作用和机制,为推动我国广大乡村空间生产的多功能转型和乡村振兴政策机制研究提供借鉴和启示。Under the background of ecological civilization and rural revitalization strategies,China's rural areas have become the main position to deal with food security,environmental management,and biodiversity issues.The further improvement of their relevant policy mechanisms have become the focus of scholars'attention.Western European countries also faced similar problems.The middle class hoped that rural areas could provide a wider range of goods and services,including food safety,leisure space,habitat management and environmental services,but the productivist rural paradigm failed to respond to social needs in spatial production.In order to solve the problems,the British government put forward the Welsh agri-environment schemes,by building a"land use habitat management"relationship to form"political and economic"dual driven spatial responses and enrich in entrepreneurship policies in both"form and content",formulating high quality development of post-productivist rural production paradigm,and awakening awareness of farmers'production and ecological balance.This paper analyzes the motivation,role and mechanism of the Welsh agri-environment schemes in the post-productivist context and provides research reference and inspiration for promoting the multi-functional transformation of rural spatial production and rural revitalization policy mechanism in China.
