国土空间规划背景下农业型乡镇产业提升路径研究

摘　　要：农业型乡镇是粮食安全保障与县域经济发展的重要支撑,我国现阶段面临国土资源开发和经济发展矛盾突出,农业本底薄弱、产业链不完善、价值链融合不足。在国土空间规划统筹全域全要素、推动资源高效利用的背景下,乡镇产业发展将迎来新的机遇。文章通过梳理农业乡镇产业发展理论,深入研判产业现状发展特征及问题,结合乡镇级国土空间规划新趋势,提出农业型乡镇产业发展的转变思路。研究认为通过片区式协同关联,以全域全要素统筹优化农业生产空间,以土地综合整治保障规划实施落地,切实合理地优化乡镇产业空间布局,以一产带动三产融合,实现国土空间资源高效利用,推动农业型乡镇产业发展。As essential support for food security and county-level economic development,agriculture-based towns are currently facing problems,such as prominent contradictions between development of land and resources,economic development,weak agricultural condition,imperfect industrial chain,and insufficient chain integration.Under the background of coordinating all elements and promoting the efficient use of resources through territorial spatial planning,the development of township industries has ushered in new opportunities.This paper sorts out the development theory of the agricultural township industry,deeply studies and judges the current industrial development characteristics as well as problems and combines the recent trend of town-level territorial spatial planning to propose a change of thinking for the development of the agricultural township industry.Through unitary synergy and association,the agricultural production area is optimized.The implementation is guaranteed by comprehensive land rectification plan.The spatial layout of township industries is effectively and reasonably optimized,and the integration of the primary,secondary and tertiary industries is driven by the primary industry,to realize the efficient use of land and spatial resources,and to promote the agriculture-based township industry development.
