摘 要:健康扶贫是精准扶贫的重要组成部分。远程青少年体质健康教育扶贫有助于促进体质健康教育公平,促进优质资源下沉、赋能精准健康脱贫。本文运用文献资料、实地调研等研究方法,以“双减”政策实施为导向,基于利益相关者理论探究远程青少年体质健康教育扶贫的实践困囿及突围路径。结果表明:因远程青少年体质健康教育扶贫过程中涉及众多利益主体,在现实中存在实施利益主体政策缺位、错位现象,目标利益主体实施意愿、参与动力不强和接受度偏低,其他相关利益主体支持力度欠缺等现实困囿。突围路径建议:政府及相关主体战略统筹、完善政策体系保障,加强管理部门及服务者公益本质引导、利益激励及风险分担,增强青少年群体正向宣导、提升认可度及服务质量,激励体质健康教育机构及社会力量主动参与,从而推动远程青少年体质健康教育扶贫有序发展。As an important part of precise poverty alleviation,remote youth physical health education helps promote physical health education equity,facilitate the distribution of high-quality resources,and empower precise health poverty alleviation.Using literature review and field research,we investigate the practical difficulties and breakthrough paths of remote adolescent physical health education for poverty alleviation based on stakeholder theory,with the implementation of the“double reduction”policy as the guide.In the process of poverty alleviation through physical health education for remote youths,there are many stakeholders involved in the process,and in reality,there is a lack of policy implementation and misalignment of stakeholders,a lack of willingness and acceptance of the target stakeholders,and a lack of support from other stakeholders.The path to breakthrough is for the government and related entities to strategically coordinate and improve the policy system,strengthen the guidance of management departments and service providers on the nature of public welfare,interest incentives and risk sharing,enhance the positive propaganda of youth groups,improve the recognition and service quality,and motivate physical health education institutions and social forces to actively participate,so as to promote the orderly development of remote youth physical health education and poverty alleviation.
