PPP项目再谈判中社会资本方公平感结构研究

摘　　要：为解决PPP项目再谈判频发和效果差的问题,从公平感知影响谈判行为角度出发,以契约参照点理论为基础,设计公平感知测量题项,对全国20个省(市)的调研参与人进行问卷调查,利用SPSS统计分析数据,实证解析我国文化背景下PPP项目再谈判中社会资本方的公平感结构及作用顺序和整体公平感受。结果表明,社会资本方公平感知由分配公平、程序公平和互动公平组成,按解释力度大小排序,互动公平位列第一;当前社会资本方整体公平感偏低,在三维度公平中,分配公平感最低。In order to solve the problems of frequent renegotiation and the poor effect of PPP projects,this research is conducted from the perspective of how a private investor's fairness perception affects its negotiating activities.Based on the contract reference point theory,this research developed the fairness perception measuring items and conducted a questionnaire survey in 20 provinces(municipalities).Then,SPSS was used to statistically evaluate the data.The purpose of this paper is to empirically analyze the sense of fairness structure,function sequence,and overall sense of fairness of private investors in PPP renegotiation under the cultural background of our country.The results show that(1)the perception of private investor fairness consists of interactional fairness,procedural fairness,and distributive fairness,with interactional fairness ranking first by weights;(2)the current perception of overall social capital fairness is low,and distributive fairness is the lowest among the three characteristics of fairness.
