生态型城市旅游综合体土地利用时空演化机制研究——以西溪湿地为例

摘　　要：探索生态型城市旅游综合体的土地利用演变规律,可为提升城市生态空间服务效能和推进城市旅游高质量发展提供理论及决策支撑。文章以浙江省杭州市西溪湿地为案例,采用土地利用变化指数模型,分析生态型城市旅游综合体土地利用时空演变特征及动态过程,并援引复杂适应性系统理论探索其演化机制。分析表明,西溪湿地生态型城市旅游综合体呈现出旅游景观及配套服务用地、高端居住、商业服务业及交通用地持续扩张,农业、工业及村居用地持续缩减直至基本消失的时序特征,依次经历了“轴向蔓延”“核心-边缘”和“圈层+扇形”的用地空间格局演变过程。从复杂适应性系统视角看,上述演变过程的形成是多阶段、多主体在特定城市发展导向下适应性地构建土地利用行动网络,促成所在地域空间定向转型的结果。文章认为,为促成生态型城市旅游综合体建设发展过程中生态保护与旅游开发的正和博弈,应在健全刚性生态约束机制的基础上,系统化地挖掘优质生态资源及其所处自然、人文环境的休闲服务价值。Exploring the spatial evolution law of land use of the ecological urban tourism complex(Eco-UTC)can provide theoretical and decision-making support for improving the service efficiency of urban ecological space and promoting the high-quality development of urban tourism.Therefore,based on the case study of Xixi wetland in Hangzhou,this article applies the land use change index model to analyze spatial-temporal evolution characteristics and the dynamic process of land use of Xixi wetland Eco-UTC.Complex adaptive system theory is used to explore the evolutionary mechanism of the Eco-UTC.Results show that,in Xixi wetland,the land use for tourism landscape and supporting services,high-end residential,commercial and transportation continues to expand,while the land use for agriculture,industry and village residence continues to shrink until it almost disappears.This area successively experienced the evolution of land use spatial pattern of“axial spread”“core-edge”and“circle layer+sector”.From the perspective of the complex adaptive system,the formation of the above laws is superficially the spatial response of the Eco-UTC as a micro-tourism regional system to environmental changes.Essentially,it is the result of the adaptive construction of land use action network and the promotion of the directional transition of regional space,by the multiple stages and agents under the guidance of specific urban development.The occurrence of this mechanism mainly depends on the regulation of urban development environment,the changed role of old and new key agents and the effective intervention of related agents,which facilitates the corresponding regional units to complete the land resource allocation dominated by production and living,ecological tourism and comprehensive leisure function in a timely order.It has also achieved the transition from the traditional production and living space to the co-existing space of production,living and ecological tourism,and then to the Eco-UTC,which integrates comprehensive leisure
