摘　　要：信息传播风险已然是当今社会诸多风险中的重要风险之一,关乎社会稳定与发展。传播风险是在信息传播过程中由于不作为、缓作为、不当作为、乱作为等有悖传播规律和规范所造成的风险。传播风险的特征一是具有不确定性,前期风险识别缺位,谣言填补信息空间,风险预警迟滞加重风险感知;二是中期风险沟通与传播失范,风险呈井喷式传播态势;三是后期风险认知鸿沟大,消解风险难。传播风险除了突发事件自身所携带的风险之外,网络技术风险特性是其形成的潜在因素,政府在关键舆情面前失语是其直接原因,公众认知失衡及媒体报道内容不当等是其根本原因。防范与消解传播风险应有针对性地从信源、信宿、信道等方面进行,努力营造安全和谐的传播环境。The risk of information dissemination is one of the important risks among many social risks in our society,which is related to social stability and development.Dissemination risk is the risk caused by inaction,slowing down,improper action,disorderly action,and etc.in the process of information dissemination that violates the laws and norms of dissemination.The features of dissemination risk are uncertainty.First,early risk identification is missing,rumors fill the information space,and risk early warning delays aggravate risk perception.Second,risk communication and dissemination are out of standard in the mid-term,and the risk is spreading in a blowout trend.Third,risk recognition gap in the later period is large,and it is difficult to eliminate risks.In addition to the risks associated with emergencies,the risk characteristics of network technology are the underlying factors for the formation of dissemination risks.The government's aphasia in front of key public opinion is the direct cause,and the imbalance of public perception and inappropriate media coverage are the underlining causes.The prevention and elimination of dissemination risks should be carried out in a targeted manner from the sources,sinks,channels,and etc.,and strive to create a safe and harmonious communication environment.
