摘 要:战略传播因适用于政治、经济、军事和外交各领域而备受政界和学界关注。通过追溯战略传播内涵的发展历程,探究现代公共关系学奠基人爱德华·伯内斯倡导的三大核心理念对战略传播的学理贡献,即目标群体的心理分析、打造标志性符号和科学的游说,聚焦里根政府对苏联战略传播的特点,深度剖析影响战略传播发挥效用的核心要素。研究发现:战略传播以“告知”为底色,以施加“影响”,改变受众的行为、为己所用为终极目标;战略与战术之间的协调一致,价值观与标志性符号的紧密结合,以及基于专业知识的劝说是确保战略传播成功的核心要素。Strategic Communication has attracted much political and academic attention because of its application to all areas of politics,economics,military and diplomacy.By tracing the development of strategic communication,we explore theoretical contributions of the three core concepts,Edward Bernays,the founder of modern public relations,to strategic communication,namely,psychological analysis of target groups,creation of iconic symbols and scientific persuasion.The study also focuses on the characteristics of the Reagan administration's strategic communication to the Soviet Union,and provides an in-depth analysis of the core elements that influence the effectiveness of strategic communication.The research finds that strategic communication is about informing,with the ultimate goal of influencing and changing the behavior of the audience for its own use.The coherence between strategy and tactics,the close connection between values and iconic symbols,and persuasion based on professional knowledge are the core elements that ensure the success of strategic communication.
