摘 要:“区(市)直管社区”有利于缩减管理层级、提升政府效能、推进基层自治。但由于社区自治能力不足、政府职能转变不到位、党建引领实践偏误、激励机制不健全等原因,改革探索大都回潮。撤镇设市后的龙港通过联合党委核心引领、大部制“模块化”联动改革、双平台激活社会参与、基层治理制度建设与技术赋能社区治理,成功实施了“市直管社区”的扁平化改革。比较龙港与其他地区的实践可以发现,扁平化改革的核心是党建引领基层治理体系和治理能力现代化,关键是政府效能与基层自治的同步提升,保障是体制再造、制度激励和技术赋能。"Communities Directly Administered by Districts(County-Level Cities)"is conducive to reducing the management level,improving government efficiency,and promoting autonomy.However,due to insufficient autonomy capacity,inadequate transformation of government functions,biased practice in leading party building,and imperfect incentive mechanisms,most of the reforms have gone backwards.After the town-to-city upgrading,Longgang successfully implemented the flattening reform of"Communities Directly Administered by County-Level Cities"led by the core guidance of the joint party committee,the"modular"linkage reform of the large ministerial system,the activation of social participation by dual platforms,the construction of grassroots governance systems and technology-enabled community governance.Comparing the reforms of Longgang and other regions,we can find that to ensure the effectiveness and sustainability of flattening reforms,the modernization of the party building,which leads grassroots governance system and governance capacity,is the core,the simultaneous improvement of government efficiency and grassroots autonomy is the key,and institutional reconstruction,institutional incentives,and technological empowerment are guarantees.
