摘　　要：目的:在医用耗材带量采购等综合治理改革措施持续推进的背景下,构建冠脉血管介入类高值医用耗材临床使用综合评价指标体系,为及时监测和评估改革措施影响提供技术支持。方法:通过文献研究及专家访谈法初步确定评价对象及维度,运用德尔菲法经过两轮专家咨询确定评价指标维度,构建综合评价指标体系。结果:两轮专家咨询回收率均高于80%,专家权威系数≥0.75,通过两轮专家咨询,最终确定由4项一级指标、12项二级指标、50项三级指标构成的血管介入类高值医用耗材临床使用综合评估指标体系。一级指标分别为供应保障、临床使用、服务绩效、经济影响。结论:构建的冠脉血管介入类高值医用耗材临床使用综合评价指标体系科学合理,具有可操作性和实用性,对于未来持续构建国家层面高值医用耗材监测评估平台具有重要开创性价值和现实意义。Objective:To construct a comprehensive evaluation index system for clinical use of high-value medical consumables of the coronary vascular intervention category,and to provide technical support for timely monitoring and evaluation of the impact of reform measures in the context of on-going reform of comprehensive governance of medical devices in China.Methods:The evaluation objects and dimensions were initially determined through literature research and expert interview method,evaluation index were determined and evaluation index system were constructed after two rounds of expert consultation using the Delphi method.Results:The recovery rate of two rounds of expert consultation was higher than 80%,and the authority coefficient of experts was≥0.75.Through two rounds of expert consultation,we finally determined the comprehensive evaluation index system of clinical use of high-value medical consumables in vascular intervention category,which consisted of 4 primary indicators,12 secondary indicators and 50 tertiary indicators.The primary indicators are supply assurance,clinical use,service performance,and economic impact,respectively.Conclusion:The comprehensive evaluation index system of clinical use of high-value medical consumables for coronary vascular interventions constructed in this study is scientific and reasonable,operable and practical,and has important pioneering value and practical significance for the continuous construction of a monitoring and evaluation platform for high-value medical consumables at the national level in the future.
