界面治理视角下乡村网格化治理变革——基于党建引领全科网格化治理实践的分析

摘　　要：在中国式现代化的话语体系中思考乡村治理体系和治理能力现代化,既要发挥中国共产党领导这一制度优势,又要运用网格化这一治理工具。本文借鉴界面治理理论,构建了乡村网格化治理变革的分析框架,并以河南省D市实践为案例,分析了党建引领下乡村网格化治理外部环境、内部结构、界面属性、功能与目标相互作用的机制。研究发现,D市的党建引领全科网格化治理可以被理解为全域党建引领下乡村治理环境的演化与回应、乡村治理结构的形塑与协同、乡村治理界面的重构与调适、乡村治理的目标整合与功能拓展。基于此提出,以外部环境整合推动网格嵌入治理体系,以内部结构优化提升乡村网格运行效率,以界面属性重塑构建网格治理综合平台,以治理功能创新拓展网格治理功能范围。In the thinking about the modernization of rural governance system and governance capacity in the discourse system of Chinese path to modernization,it is necessary to bring into playing the institutional advantage of the leadership of the Communist Party of China and to use the grid as a governance tool.This paper draws on the theory of interface governance to construct the analytical framework of rural grid governance reform,and takes the practice of D City,Henan Province as a case to analyzes the interaction mechanism of external environment,internal structure,interface attributes,function and target of rural grid governance led by Party building.The research shows that the general grid governance led by Party building in D city can be understood as the evolution and response of the rural governance environment,the shaping and coordination of rural governance structures,the reconstruction and adjustment of rural governance interfaces,and the goal integration and function expansion of rural governance,led by Party building in the whole region.Based on this,it is proposed to integrate the external environment to promote grid embedding in the governance system;Improve the operational efficiency of rural grid through internal structure optimization;Rebuild the interface attributes to build a comprehensive grid governance platform;Innovate governance functions to expand the scope of grid governance functions.
