摘 要:通过对鄱阳湖流域总磷主要排放源进行识别,确定了主要排放控制行业,采用基于鄱阳湖流域水环境容量的方法推导基于水质的总磷排放限值。对在线监测浓度数据采用对数正态分布模型统计不同排放时间周期浓度值的波动变异系数,根据基于排放负荷分配的排放浓度限值WLA、长期浓度值LTA和日均浓度值ADL之间的变异系数计算流域污染物的日均排放浓度限值,并采用分区分类思路确立了不同区域的排放限值。通过与我国排放标准中基于技术的总磷排放限值进行对比,并从经济技术可行性对基于水质的排放限值进行了评估,得出鄱阳湖流域基于水质的总磷排放限值具有合理可行性,可产生一定的环境效益。Through the identification of the main emission sources of total phosphorus in Poyang Lake basin,the main emission industries were determined.The method based on the water environmental capacity of Poyang Lake basin was used to deduce the total phosphorus emission limit based on water quality.For the on-line monitoring concentration value,the log normal distribution model was used to count the variation coefficient of different emission time periods.The daily mean value of pollutant concentration was calculated according to the variation coefficients between the wasteload allocation(WLA),long-term value(LTA)and average daily limit(ADL),and the discharge limit in different regions was established.Through the comparing of the total phosphorus emission limit based on technology in China's discharge standards,and the analysis of the limit from technical and economic feasibility,it is concluded that the total phosphorus emission limit in Poyang Lake Basin is reasonable,which can produce certain environmental benefits.
