“普照的光”如何发挥作用?——公有制经济规范和引导非公资本发展的路径

摘　　要：资本不是物,而是一种生产关系。资本意味着对劳动者的控制和强制,社会主义市场经济中存在资本具有必然性,不但非公经济中存在着典型的雇佣劳动关系,国有企业拥有公有资本也是客观事实。生产资料公有制作为社会主义生产关系中“普照的光”,深刻影响着社会主义市场经济体制的非公经济,发挥着规范和引导非公资本发展的重要功能。这种规范和引导功能主要通过微观层面的竞争、中观和宏观层面的控制和影响这两条不同的路径发挥作用。在产品市场,国有企业整合产业上下游,开展核心环节技术创新,把非公企业纳入其主导的产业链和价值网络。在劳动力市场,公有制单位树立起“待遇标杆”,对非公经济的劳动者工资报酬和福利待遇施加市场竞争压力,改善非公经济中劳动力再生产境况。从控制和影响路径来看,公有制经济利用产业扩散效应和“逆周期调节”影响非公经济的决策,不仅规范和引导非公资本的发展,同时也提升其抗风险能力。Capital is not a thing,but a relation of production.Capital means the control and coercion of workers,and the existence of capital in the socialist market economy is inevitable.Not only is there a typical employment-labor relationship in the non-public economy,but it is also an objective fact that state-owned enterprises have public capital.As the"general illumination"in the socialist relations of production,public ownership of the means of production has a profound influence on the non-public economy in the socialist market economic system and plays an important role in regulating and guiding the development of non-public capital.This normative and guiding function mainly plays a role through two different paths:micro-level competition,meso-level and macro-level control and influence.In the product market,state-owned enterprises integrate the upstream and downstream industries,carry out technological innovation in the core link,and bring non-public enterprises into their leading industrial chain and value network.In the labor market,public-owned units set a"treatment benchmark"to exert market competition pressure on the wages and benefits of workers in the non-public economy and improve the situation of labor reproduction in the non-public economy.In terms of the path of control and influence,the public-owned economy influences the decision-making of the non-public economy by industrial diffusion effect and"countercyclical adjustment",which not only regulates and guides the development of non-public capital,but also enhances its anti-risk ability.
