摘  要:创新在中国式现代化建设大局中处于核心地位,而当前京津冀创新资源分布呈现出以北京为单中心的极化特征,且越是高端资源,三地差距越大。涉及到区域间利益关系调整的跨区域创新共同体合作也存在着市场失灵的现象,单纯依靠市场之手,京津冀协同创新共同体构建显然面临着巨大挑战,因此三地有为政府合作对于京津冀协同创新共同体构建就具有突出的必要性。但当前京津冀协同创新共同体中的政府合作存在着较小约束力的行政协议较多、较多强制性的法律法规较少,宏观的决策层面较多、微观的执行监督反馈层面较少,利益共赢的计划合作较多,利益冲突后的协调机制较少等特征。为加快推动京津冀协同创新共同体向纵深拓展,应以中央政府的理性顶层设计为基础、三地政府的主动先行先试为突破、高效协同的合作载体建设为抓手、非政府主体的充分发挥为支撑,各方协同,多措并举,以取得良好效果。Innovation plays a core role in the overall situation of Chinese modernization construction,yet the current distribution of innovation resources in Beijing,Tianjin,and Hebei shows the polarized character with Beijing as the monocenter.This feature is manifested that the more high-end resources are available,the greater the gap in distribution among the three regions.Besides,there is also a market failure in the cross-regional innovation community cooperation with the adjustment of inter-regional interests.Relying solely on the hand of the market,the construction of the Beijing-Tianjin-Hebei collaborative innovation community faces great challenges.Therefore,the cooperation of the promising governments of the three regions is very necessary to build a Beijing-Tianjin-Hebei collaborative innovation community.However,there are still many problems with government cooperation in the current Beijing-Tianjin-Hebei collaborative innovation community,such as more administrative agreements with less binding force but fewer laws and regulations with more compulsory force;more at the macro level of decision-making but less at the micro level of implementation supervision and feedback;more planned cooperation with win-win interests but less coordination mechanisms after conflicting interests and so on.To accelerate the expansion of the Beijing-Tianjin-Hebei collaborative innovation community to a deeper level,it should be based on the rational top-level design of the central government,the early and pilot innovation of the local governments of the three places as a breakthrough,the construction of efficient and collaborative cooperation carriers as a grasp,and the full play of the role of non-governmental as support.All parties should work together and take measures to achieve good results.
