从“结构嵌入”到“功能融入”:党建引领基层社会治理的实践进路

摘　　要：基层是社会治理的基本场域,党领导基层社会治理的实践样态是“党建引领”。“结构嵌入”和“功能融入”是党建引领基层社会治理的两种路径。“结构嵌入”强调的是以夯实结构密度的方式加强对基层社会治理的控制和影响;“功能融入”强调的是以功能发挥的方式强化党建引领的效度。在不同的时期,“结构嵌入”和“功能融入”是因时而定、因势而为的方案选择。当前,为了实现党建对基层社会治理的真正“引领”,有必要推进从“结构嵌入”到“功能融入”的转变和耦合。Grassroots are the basic field of social governance,and the practice pattern of the Party’s leadership in grassroots social governance is guided by“Party building”.“Structural embedding”and“functional integration”are two approaches of social governance at the grassroots level."Structural embedding"emphasizes to strengthen the control and influence of grass-roots social governance by consolidating the structural density,and“functional integration”emphasizes the strengthening of the validity of leading Party building in the way of functional play.At different times,“structural embedding”and“functional integration”are the choice of schemes based on time and situation.At present,in order to realize the real guidance of Party building to grass-roots social governance,it is necessary to promote the transformation and coupling from structural embedding to functional integration.
