济南市“中优”行动规划逻辑与规划实践

摘　　要：文章以济南市“中优”行动规划为案例,剖析了基于历史文化保护的行动规划逻辑和基于城市更新的行动规划逻辑,探索在存量发展时代实现历史文化保护和城市更新的规划平衡方法,并根据“底线思维、求同存异、权责明晰”的思路,将两种规划逻辑进行耦合,沿着行动规划路线耦合行动目标,协同行动策略、行动方向和行动任务,从组织领导、任务落实、品质保障、资产运营4个方面提出基于政府、市场双主体推动的行动规划实施措施。With the example of Jinan"central optimization"action planning,the paper analyzes the action planning logic of historical preservation and urban renewal,and explores the planning approach that balances the two actions.Based on the concepts of"bottom line thinking,reserving differences and seeking commonness,clarifying rights and responsibilities",the paper integrates the two planning logic routes including visions,strategies,orientations,and missions,and proposes implementation measures from four aspects:organization and leadership,mission performance,quality insurance,capital management,which will be pushed forward by the dual forces of government and market.
