摘　　要：ARPA-H是美国拜登政府于2022年通过立法在NIH中设立的项目管理新机构,主要借鉴DARPA的经验和模式,开展生物医学领域的项目管理工作。通过介绍ARPA-H成立的背景、使命和组织框架、人事管理、资助方向,分析并总结了ARPA-H作为一个新的类DARPA机构的未来发展对策,提出探索多元化和灵活化的项目管理模式、建立生物医学领域颠覆性技术的支持和培育机制、重视学科交叉和完善伦理治理等对策建议,以期为我国生物医学领域的科技管理提供参考。Based on the successful experience of Defense Advanced Research Projects Agency(DARPA),the Advanced Research Projects Agency for Health(ARPA-H)was established as a new agency for biomedical project management under the National Institute of Health(NIH)approved legally by the Biden administration of the United States.By introducing the background,mission and organizational framework,personnel management,and funding mechanisms ofARPA-H,the authors analyzed the potential roles of ARPA-H.As a DARPA-like institution,ARPA-H may further explore diversified and flexible project management models,establish supporting and incubating mechanisms for breakthrough technologies in the biomedical field,promote interdisciplinary intersection,and prioritize ethical governance,which may be valuable references for biomedical science and technology management in China.
