论中国式现代化建制市积聚环境生态力

摘　　要：党的二十大后,中国在迈向全面建设社会主义现代化新征程中,同步进入生态文明建设、积聚强固环境生态力的新时代。新时代建制市在行政管辖空间几乎覆盖国土空间全域发展的态势下,更要深刻认识在构建与完善大国区域经济发展空间新格局、不断提高治理体系和治理能力现代化水平的进程中,遵循一般性规律,形成建设生态文明的广义性鲜明特征;遵循特殊性规律,形成建设生态文明的特指性鲜明特征。要按照“地球生命共同体”科学论断指引的发展方向,建制市要遵循中国式现代化积聚强固环境生态力的大逻辑,把生态“绿色烙印”镌刻进城市全域可持续发展基因,通过一以贯之的政策措施,以“六个相适应”加快释放环境生态力越来越强的内生新动能,在城市全域城乡经济一体化中同步实现“环境生态”一体化,不断提高积聚强固环境生态力水平。After the 20th National Congress of the Communist Party of China,China is on the new journey towards comprehensive socialist modernization,simultaneously entering a new era of ecological civilization construction and accumulation of strong environmental ecological power.In the new era,with the development trend that the administrative jurisdiction space almost covers the entire territory and space,it is even more important to deeply understand and follow general rules and form broad and distinctive features of building ecological civilization in the process of constructing and improving the new pattern of regional economic development space for large countries,and constantly improving the modernization level of governance systems and governance capabilities.It forms specific and distinctive characteristics of building ecological civilization following the special laws.In accordance with the development direction guided by the scientific judgment of“earth life community”,organic cities should follow the grand logic of Chinese path to modernization to accumulate strong environmental and ecological power,and engrave the ecological“green brand”into the sustainable development gene of the whole city;Through consistent policy measures,we will accelerate the release of endogenous new kinetic energy with increasing environmental and ecological power through“six adaptations”,achieve simultaneous“environmental and ecological”integration in the integration of urban and rural economies throughout the city,and continuously improve the level of accumulating strong environmental and ecological power.
