青海省新型研发机构建设分析与思考

摘　　要：新型研发机构能够发挥解决技术研发与经济发展“两张皮”问题的积极作用,其建设模式具有复合、多维和灵活性,投资主体多元化、管理制度现代化、运行机制市场化、用人机制灵活是其重要特点。青海省既存在建设新型研发机构的必要性,也具有可行性,但尚面临政策规范不完善、人才支撑力度较弱、资金投入不足的挑战。基于现实发展需求,青海省可从探索和采取多样化的建设模式、健全新型研发机构政策支撑体系、充分利用特色资源开展先期建设、努力汇聚省外优质科研创新资源,以及积极优化省内科研资源配置体系等方面为着力点,促进新型研发机构建设的有序推进。New R&D institutions play a positive role in solving the problem of disconnection between technological R&D and economic development.It has a complex,multi-dimensional and flexible construction mode.Diversification of investment subjects,modernization of management system,marketization of operation mechanism and flexible employment mechanism are its characteristics.It is necessary and feasible for Qinghai Province to build new R&D institutions.However,Qinghai Province still faces the challenges of imperfect policies and norms,weak talent support and insufficient capital investment.Based on the actual development needs,in the construction of new R&D institutions,Qinghai Province can take the following five paths:adopt diversified construction models,improve the policy support system,make full use of characteristic resources for early construction,strive to gather high-quality scientific research and innovation resources outside Qinghai Province,and actively optimize the allocation system of scientific research resources in Qinghai Province.
