摘 要:近年来,突发水污染事件频次发生、影响范围、危害程度呈现上升趋势,亟需加强区域突发水污染事件应急防范体系建设,提升区域突发水污染事件应急防范水平和应急处置能力。以南京市为例,在分析区域水系分布及风险特征的基础上,通过制定筛选方法,确定区域内应急防范体系建设的重点河流和重点园区名单,结合“南阳实践”的工作思路,从应急预警、应急保障和应急联动三方面出发,构建区域突发水污染事件应急防范体系。In recent years,the quantity of water pollution incidents,the scope of impact,and the degree of harm have shown an upward trend,and it is urgent to improve the prevention level and emergency handling capacity,and strengthen the construction of regional emergency prevention system for water pollution emergencies.Taking the Nanjing as an example,on the basis of the regional water system and risk characteristics,develop assessment methods,determine the important rivers and industrial park.Combined with the idea of"Nanyang Practice",from the aspects of improving emergency disposal,safety prevention and control,emergency early warning,support and linkage capabilities,to construct the water pollution emergency system.
