地方领导小组运行的“纵向控制—横向协调”分析框架——基于J市“一日游”市场整治案例的追踪比较

摘　　要：领导小组是国内地方跨部门治理中已普遍设立、同时仍有待增进对其运行规律认知的重要机制。在既有研究的基础上,文章首先系统表述了领导小组运行“纵向控制—横向协调”分析框架;其后,对J市在相关领导小组机制下整治非法“一日游”历时性案例进行追踪研究,并对其四个子案例比对分析以验证分析框架。研究表明,领导小组在纵、横向机制作用下会呈现出松散联盟型、权威依赖型、扁平科层型、资源依赖型四种运行类型,以权威控制为代表的纵向机制是其中的主导因素,以平级主体间协调协商为代表的横向机制嵌入其中同时发生作用,两者共同影响领导小组的实然结构与协作运行。文章认为,优化领导小组运行机制,既要处理好纵向机制的适度性,也要重视横向机制的作用并有针对性地提升小组成员间协同内生动力等。The leading small group mechanism is an important mechanism that has been used and still needs to be improved in local cross sectoral governance in China.On the basis of existing research,firstly,the analytical framework of vertical control-horizontal coordination for group operation is systematically constructed and completely expressed.The diachronic cases of joint regulation of illegal one-day tour in J City under the relevant group mechanism are tracked and studied to verify the analytical framework.It is found that under the action of vertical and horizontal mechanisms,the small group in cross sectoral governance show four types of collaborative operation:the loose alliance type,authority dependent type,flat bureaucratic type and resource dependent type.The vertical mechanism is the leading factor,and the horizontal mechanism is embedded and works at the same time.Both of them jointly affect the actual structure and operation of the small group.To optimize the operation mechanism of the small group,we should not only deal with the moderation of the vertical mechanism,but also pay attention to the role of the horizontal mechanism,and improve the endogenous power of coordination among equal subjects in the group.
