摘　　要：坚持目标导向与问题导向相结合,全面系统推进上海地下空间开发利用。对于增量地下空间资源,应注重高速度、高标准、高质量发展,在开发层数、连通性、政策支持等方面对标最高水平,在规划统筹引领下形成综合利用、上下协调、区域平衡、互联互通的开发标准;对于存量地下空间资源,注重问题导向,着力推进利用率提升和公益化使用,通过存量空间的评估和改造提升区域公共服务配套水平,增强相应的城市功能。Based on the combination of goal-oriented and problem dual-oriented,we should comprehensively and systematically promote underground space development and utilization in Shanghai.For the incremental underground space resources,we should focus on high speed,high standard and high quality development,benchmark the highest level in terms of development layers,connectivity and policy support,and form a comprehensive utilization,up-and-down coordination,regional balance and interconnected development standard under the leadership of planning and coordination;for the stock underground space resources,we should focus on problem-oriented,focus on promoting utilization rate improvement and public welfare use,and through the evaluation and transformation of the stock space to improve the level of regional public service support and enhance the corresponding urban functions..
