摘 要:《黄河保护法》的流域管理体制特色鲜明,并非《长江保护法》在黄河流域的简单复制。它既尊重《长江保护法》首创的国家与地方层面并重的多重流域统筹协调制度,形成了我国大江大河流域管理体制的基本框架,又充分吸收了《长江保护法》的实施经验,并针对黄河流域的特色加以创新,形成了中央层面黄河流域统筹协调机制“统筹协调”流域性重大事项+流域层面黄河流域管理机构及其所属管理机构“统管”流域重点事项+地方层面拓宽省内省际协调相关事项的管理体制。The management system of the Yellow River Protection Law is not a simple copy of the Yangtze River Protection Law in the Yellow River basin.It not only respects the multiple basin coordination system with equal emphasis on national and local levels initiated by the Yangtze River Protection Law,forms the basic framework of China's large river basin management system,but also fully absorbs the implementation experience of the Yangtze River Protection Law,and innovates in accordance with the characteristics of the Yellow River basin,It has formed a Yellow River basin management system of“overall planning and coordination”of major issues of the Yellow River basin at the central level+“unified management”of key issues of the Yellow River basin management institutions and their subordinate management institutions at the basin level+broadening of inter-provincial coordination at the local level.
