摘　　要：《黄河保护法》的颁布实施,标志着黄河流域经济社会发展迈向了更加成熟、理性的法治化道路。法律责任是任何一部法律立法目的实现、法律制度运行、法律效能发挥的根本性保障机制。《黄河保护法》坚持“突出重点、问题导向、统筹兼顾”的立法原则,建立了较为严格且严密的法律责任体系,针对黄河流域的特殊矛盾与问题进行了科学合理地责任规范构造,为黄河流域进行生态保护与高质量发展,建立“人与自然和谐共生”秩序提供了重要的规范保障。The promulgation and implementation of the Yellow River Protection Law marks that the economic and social development of the Yellow River Basin has moved towards a more mature and rational path of rule of law.Legal responsibility is the fundamental guarantee mechanism for the realization of the legislative purpose of a law,the operation of the legal system,and the exertion of legal efficiency.The Yellow River Protection Law adheres to the legislative principle of“highlighting key points,problem-oriented and taking into account all aspects”,establishes a relatively strict and coherent legal responsibility system,and carries out a scientific and reasonable normative structure of responsibility for the special contradictions and problems in the Basin,which provides an important normative guarantee for the ecological protection and high-quality development and the establishment of an order of“harmonious coexistence between man and nature”of the Basin.
