重庆市丰都县水利投融资现状调研与建议

摘　　要：隐形债务监管以及经济持续下行,给政府投资项目的资金筹措带来较大压力。为此,不少地方积极思考,走出了改革创新之路。文章根据对重庆市丰都县的调研情况,总结了3个改革创新的典型案例,并根据当前资金筹措现状和国家投融资政策要求,有针对性地提出了用好政策红利、做强县融资主体、开拓融资渠道、推进农村供水市场化等建议。The continuing recession of supervision of hidden debt and economy has brought great pressure on the fund raising of government-invested projects,especially for local governments with weak finance.With proactive consideration,some local governments have undertaken a path of reform and innovation with local characteristics.Based on the investigation into Fengdu County’s practice,this article summarizes three typical measures and puts forward targeted suggestions based on current financing situation and national policies,such as taking advantage of policy dividends,strengthening the role of county financing,expanding financing channels and promoting the marketization of water supply.
