陕西省农村金融资源配置效率研究

摘　　要：采用DEA-Malmquist指数分析法对陕西农村金融资源配置效率进行了实证分析,以期找出制约陕西农村金融资源配置效率提升的因素和陕西农业农村高质量发展的金融支持发力点。选用涉农贷款、农村居民收支差额和农业保险保费收入作为投入要素,农村居民人均可支配收入和农林牧渔业总产值作为产出要素,对陕西农村金融资源配置效率进行了评价。结果表明:陕西省农村金融资源的规模收益递增,同时纯技术效率小于规模效率,农村金融资源配置的技术进步和全要素生产率波动较大,总体表现为陕西省农村金融资源配置效率低下,需增强农业保险有效需求;进一步创新农业保险品种;不断创新农业涉农信贷服务模式。The allocation efficiency of rural financial resources in Shaanxi province was empirically analyzed by DEA-Malmquist index analysis,in order to find out the factors restricting the improvement of the allocation efficiency of rural financial resources and the strength point of financial support for the high quality development of agriculture and rural areas in Shaanxi.Agriculture-related loans,expenditure and agricultural insurance premium income were selected as input factors,and the per capita disposable income of rural residents and the total output value of agriculture,forestry,animal husbandry and fishery were taken as output factors to evaluate the allocation efficiency of rural financial resources in Shaanxi Province.The result show that the returns to scale of rural financial resources in Shaanxi Province are increasing,while the pure technical efficiency is less than the scale efficiency.The technical progress and total factor productivity of rural financial resources allocation fluctuate greatly,and the trend of decline in recent years leads to the low efficiency of rural financial resources allocation in Shaanxi Province.Finally,we put forward the countermeasures including enhancing the effective demand of agricultural insurance,further innovation of agricultural insurance varieties and continuous innovation of the agricultural credit service mode.
