住房和城乡建设领域综合执法的问题和对策建议

摘　　要：住房和城乡建设领域是关系群众切身利益的重点执法领域之一,然而自1997年开展相对集中行政处罚权改革试点,产生城市管理执法行为以来,城市管理执法就与住房和城乡建设领域执法形成两个相对独立的领域。通过梳理住房和城乡建设领域执法工作沿革,分析存在的纵向指导弱化、横向职责分散等问题,从理顺执法体制、明确执法职责、整合执法力量、完善执法体系和协调机制等方面,提出加强住房和城乡建设领域综合执法的建议。The field of housing and urban-rural construction is one of the key law enforcement areas that are closely related to the vital interests of the people.However,since the pilot reform of relatively centralized administrative penalty power was launched in 1997,the field of urban management law enforcement has stood as relatively independent fields from the field of housing and urban-rural construction law enforcement.By reviewing the evolution of law enforcement work in the field of housing and urban-rural construction,analyzing the problems of weakened vertical guidance and dispersed horizontal responsibilities,suggestions are proposed to strengthen comprehensive law enforcement in the field of housing and urban-rural construction by streamlining the law enforcement system,defining law enforcement responsibilities,integrating law enforcement forces,improving law enforcement systems and coordination mechanisms.
