摘  要:基于2021黄河石林百公里越野赛事灾难事故的个案分析,剖析黄河石林百公里越野赛事灾难发生的现实成因,探究越野跑赛事安全保障规范化的应对思考。研究表明:风险防范意识不强、赛事组织管理不规范、安全保障准备不充分、应急救援反应不及时、安全监管措施不到位等是导致2021黄河石林百公里越野赛事灾难事故的主要现实成因,提出强化风险防范意识、创新赛事组织管理机制、制定竞赛安全保障体系、完整构建应急救援体系、贯彻落实政府监管责任等越野跑赛事安全保障规范化的优化路径。Based on the case analysis of the 2021 Yellow River Shilin 100km cross-country race accident,the paper analyzes the real causes of the Yellow River Shilin 100 km cross-country race accident,and explores the response thinking of the safety and security standardization of the cross-country running event.The study shows that the lack of risk prevention consciousness,event organization and management,inadequate safety and security preparation,lack of timely emergency rescue response,and inadequate safety supervision measures are the main causes of the 2021 Yellow River Shilin 100km cross-country race accident,and proposes to strengthen risk prevention consciousness,innovate event organization and management mechanism,develop race safety and security system,construct emergency rescue system,and the optimization path of cross-country running event safety and security standardization such as implementing government supervision responsibility.
