惩防村级小微权力腐败体制机制反思

摘　　要：改革开放以来,中国共产党在惩防村级小微权力腐败方面主要建立了两大制度,一是在党的十九大之前确立了以村内部各类组织之间监督为主、国家机关监督为辅的惩防小微权力腐败的体制机制,代表性成果是“四议两公开”制度;二是在党的十九大前后党中央肯定并推广的对村级干部提级巡察的制度。中国惩防村级小微权力腐败的经验表明,必须坚持党建引领,坚持地方基层实践创新和中央机关提炼推广相结合的创新之路,同时要探索建立村干部“以俸养廉”制度。中国共产党开创的惩治村级小微权力腐败的体制机制,将为人类社会惩防公权力腐败贡献中国智慧和方案。Since the reform and opening up,the Chinese Communists have established two major systems for punishing and preventing village-level corruption of small and micro power.The first one is the mechanism established before the 19th National Congress of the Communist Party of China for punishing and preventing small and micro power corruption,which is main to the supervision among various organizations within the village and is subsidiary to the supervision by state organs.Its representative achievement is the system of“four discussions and two disclosures”.The second one is the system of the promotion and inspection of village level cadres,which is affirmed and promoted by the Central Committee around the 19th National Congress of the Communist Party of China.Chinese experience of punishing and preventing village-level corruption of small and micro power has shown that we must adhere to the guidance of party building,adhere to the innovative path of combining local grassroots practice innovation with central government refinement and promotion,and explore the establishment of a"salary-based integrity"system for village cadres.The systems for punishing and preventing village-level corruption of small and micro power established by the Chinese Communists,will contribute Chinese wisdom and programs to the human society to punish and prevent public power corruption.
