摘　　要：为保证将要组织的能力验证活动能够顺利进行,应充分考虑能力验证项目方案的策划。本文将对能力验证提供者在书写计划方案过程中容易忽略的重点环节或者关键点进行讨论分析,主要包括项目和类型的确定、样品的要求、检验方法的选择、数据保密的措施、数据统计方式和能力评价方法、返回给参加者的数据和信息的说明等。通过本文的讨论和分析证明了,PTP在做能力验证计划方案中,应合理安排项目中的每一个环节,忽略任何一个细小环节都有可能给参加者实验室造成经济上或名誉上的损失。In order to ensure that the capacity verification activity can be carried out smoothly,the capacity verification organizer should take full account of the project plan,as it is the first link to ensure the success of the activity.This paper discusses the key links in the process of writing the plan:the determination of the project and type,the requirements of the sample,the selection of the test method,confidentiality and measures,data statistics method,capability evaluation method,data and information sent to participants,etc.The discussion and analysis in this paper prove that when organizing the capacity verification plan,every link and step in the process should be considered carefully.The ignorance of any small link may cause economic or reputational losses to the participating laboratories.
