总体国家安全观视角下人民安全的理论阐释与实践进路

摘　　要：党的十八大以来,习近平总书记提出“以人民安全为宗旨”的总体国家安全观,人民安全成为安全研究的新范式和价值基点。人民安全是国家安全的根本宗旨,也是人民群众最普惠的民生,生命安全和身体健康是其核心内容。人民安全理念不仅丰富了中国共产党人民利益至上的内涵,完善了国家安全体系的内容,而且提供了实现人民美好生活需要的思想遵循。总体国家安全观视角下维护人民安全,要提升国家安全治理能力,抓好发展和安全两件大事,做到坚持人民安全为人民,人民安全靠人民,积极推动构建人类命运共同体。Since the 18th Party Congress,General Secretary Xi Jinping has proposed a holistic approach to national security of"taking people’s security as the purpose",and people’s security has become a new paradigm and value base for security research.People’s security is the fundamental purpose of national security and the most beneficial livelihood of the people,with life safety and physical health as its core content.The concept of people’s security not only enriches the connotation of the CPC’s supremacy of people’s interests and improves the content of the national security system,but also provides the ideological guidance for realizing people’s needs for a better life.To maintain people’s security from the perspective of a holistic approach to national security,it is necessary to enhance national security governance capacity,grasp the two major issues of development and security,achieve adherence to people’s security for the people and people’s security by the people,and actively promote the building of a community with a shared future for mankind.
