资源匮乏型村庄产业现代化路径探索

摘　　要：项目帮扶是促进农村发展的重要动力,如何实现从外源型发展向内源型发展转变,对农村产业现代化尤为重要。以山东省L市Y村为例,采用案例研究方法研究资源匮乏型村庄产业现代化发展路径。研究表明:Y村大樱桃产业发展路径是一种外源刺激下的内源式发展模式——政策补贴提供了村民种植大樱桃的外部激励,村“两委”对村民的组织动员奠定了内外结合的组织基础;先富种植者的示范带动和普通村民的跟风模仿相结合,将村民经由政策补贴获取小利的外部动力转向经由樱桃种植发家致富的内生动力,促进了樱桃种植规模的扩大;果农之间相互跟风、模仿、竞争,推动了樱桃产品的升级换代与果树种植的多元化经营。由此得出启示:资源匮乏型村庄产业发展的关键是将村庄外部政策激励、市场需求与内部有限资源相结合,激发在村居民的内生动力,形成可持续的发展动力与发展模式,最终实现乡村振兴。Project assistance is an important driving force to promote the development of rural areas.How to realize the transformation from exogenous development to endogenous development is particularly important to the modernization of rural industry.This paper studied the development path of resource-deficient villages,taking Y village in Shandong Province as an example.It is suggested that the development path of cherry growing in Y village is an endogenous development mode under external stimulation:Policy subsidies provide external incentives for villagers to plant cherry,and the organizational mobilization of the village committees has laid an organizational foundation for the combination of internal and external;The demonstration drive of the first rich growers and the imitation of ordinary villagers are combined to turn the external driving force for villagers to get small profits through policy subsidies into the endogenous driving force for them to get rich through cherry planting,which promotes the expansion of cherry planting scale;Fruit farmers follow suit,imitate and compete with each other,which promotes the upgrading of cherry and the diversified management of fruit tree planting.The enlightenment from the experience of Y village is that the key to the industrial development of resource-deficient villages is to combine the external policy incentives,market demand and internal limited resources of the village,stimulate the endogenous power of the village residents,form a sustainable development power and development model,and finally realize the rural revitalization.
