摘　　要：全球投资与消费持续低迷,走出三年疫情困境的中国,制造业企业继续遭遇订单荒冲击,消费和投资亦难以提振。中国经济恢复增长,又一次寄望于民营经济的发展和民营企业的活力。2023年中央经济工作会议强调“从政策和舆论上鼓励支持民营经济和民营企业发展壮大”。当前,我们必须坚定不移促进民营经济繁荣发展:一是要坚持制度创新,保障民营企业健康发展;二是要支持民企海外抢单和开拓国内市场并举;三是要实施民营企业数字化改造和嫁接文化旅游市场发展;四是要寻求民企新的增长点,释放不同层级民营经济新动能;五是要聚焦实体经济,强化民营企业发展之本。Global investment and consumption continue to be sluggish.In China,which has been out of the three-year Covid-19 pandemic,manufacturing enterprises are suffering the impact of order shortage in the spring of 2023,with consumption and investment difficult to boost.China's economic recovery once again depends on the development of private economy and the vitality of private enterprises.The annual Central Economic Work Conference emphasized"encouraging and supporting the growth of private economy and private enterprises with favorable policies and public opinions".In this context,we must persist in institutional innovation to ensure that private enterprises develop healthily and that opinions and policies supporting the development of private economy and the growth of private enterprises are implemented.We must help private enterprises to"grab"overseas orders while exploring the domestic market,and accelerate the construction of a unified national market.Promote the digital transformation of private enterprises,develop the culture and tourism market,allocate technology,labor and various other resources more accurately,scientifically and reasonably through digitalization,release the potential of enterprises,enrich culture and tourism products and prosper the culture and tourism market through grafting the culture and tourism industry and the Internet with brick-and-mortar enterprises.Look for new growth points of private enterprises in the fields of digital economy and emerging service industries,and revive the private economy at different levels,continue to focus on the real economy as it is the root of private enterprises.
