摘　　要：随着信息技术的跨越式发展,为政府治理创新提出了更高要求。社会技术系统理论(Socio-Technical System Theory)能够有效识别信息技术赋能中政府治理创新的要素及其协同运作机制。本文基于社会技术系统理论,构建信息技术赋能的政府治理创新理论分析框架。选取上海“一网通办”和丹麦数字政府建设案例,总结并分析两者信息技术赋能中不同类型的政府治理创新模式,解释并论证社会技术系统理论框架的合理性,探究实践中社会技术系统各要素及协同机理,为政府治理创新理论研究及具体实践提供经验借鉴。With the leapfrog development of information technology,higher requirements are put forward for the innovation of government governance.Socio-Technical System Theory can effectively identify the elements of government governance innovation and its collaborative operation mechanism in information technology enabling.Based on the theory of social technology system,this paper constructs the theoretical analysis framework of government governance innovation enabled by information technology.This paper selects the cases of Shanghai One-Netcom Office and Denmark digital government construction,summarizes and analyzes the different types of government governance innovation models in information technology enabling,explains and demonstrates the rationality of the theoretical framework of social technology system,and explores various elements of social technology system and collaborative mechanism in practice.It provides experience reference for the theoretical research and practical practice of government governance innovation.
