摘　　要：目的分析取消药品加成对卫生资源利用效率的影响。方法:利用2011-2019年省级面板数据,使用双向固定效应模型分析取消药品加成对卫生资源利用效率的影响。结果取消药品加成后,患者医药费用结构中药费占比下降,卫生资源利用效率显著提高。对全国31个省份面板数据回归分析发现,公立医院数量占比对取消药品加成的效率提升效果有抑制作用,分地区回归结果显示西部地区抑制作用更加明显。结论取消药品加成政策降低了药费占比,能够提高卫生资源利用效率,但西部地区公立医院高占比可抑制效率提升作用。Objective To analyze the impact of abolishing drug markup on the utilization efficiency of health resources.Methods By employing the provincial panel data from 2011 to 2019,the bidirectional fixation effect model was used to analyze the impact of canceling drug addition on health resource utilization efficiency.Results The proportion of drugs in the medical cost structure of patients decreased after the drug addition was canceled,and the utilization efficiency of health resources was significantly improved after the drug addition was canceled.In addition,according to the panel data regression analysis of 31 provinces across the country,the proportion of public hospitals had an inhibitory effect on the efficiency improvement of the cancellation of drug markups,and the results of the sub-regional regression showed that the inhibitory effect was more obvious in the western areas.Conclusion The abolition of drug mark-up policy reduces the proportion of drug costs and can improve the utilization efficiency of health resource,but the high proportion of public hospitals in the western areas will inhibit the efficiency improvement.
