集采常态化背景下医用耗材科学管理的探究与实践

摘　　要：目的 探索科学管理集采耗材的措施,为医疗机构落实集采常态化工作提供保障,促进耗材精细化管理。方法 分析医疗机构在医用耗材集采工作中存在报量不科学、使用不合理、供应不足、回款不及时的问题,从体系构建、流程优化两方面制定科学报量、分配监管、系统协调的管理办法,并以超声刀头为例阐述具体措施。结果 医疗机构按时完成集采任务量,临床科室满意度由80%提升至90%,中选国产超声刀头的使用占比由29.35%提升至74.00%以上,使用效益由亏损52 216元转为盈利15 663元以上,使用趋于合理。结论 构建集采耗材的科学管理体系、优化业务流程,有利于医疗机构落实集采工作,促进集采耗材的合理使用,减轻患者负担,降低医院运营成本。Objective To explore the measures for scientific management of medical consumables from centralized procurement so as to ensure medical institutions to carry out the normalization of centralized procurement as well as promote the fine management of consumables.Methods The existing problems in centralized procurement in hospitals were analyzed,including unscientifically reported data of medical consumables,unreasonable use,insufficient supply and delayed payment.Then corresponding management measures of scientific reporting,distribution supervision,system coordination were developed from the aspects of systematic construction and process optimization.An example was given to illustrate the specific measures for the management of ultrasonic blades.Results After the implementation of scientific management,medical institutions completed the centralized procurements on time,the satisfaction from clinical departments increased from 80%to 90%,and the use quantity ratio of domestic ultrasonic blade increased from 29.35%to more than 74.00%.The utilization income shifted from a loss of 52216 RMB to a profit of over 15663 RMB.Consequently,the utilization tended to be more reasonable.Conclusion The establishment of a scientific management system for medical consumables and optimizing business processes are beneficial for the implementation of centralized procurements by medical institutions,promoting the rational use of consumables,reducing the burden on patients,and lowering hospital operating costs.
