摘　　要：海权国和陆权国的海洋军事战略一直处于演化进程之中,区域拒止、制海、战力投射等战略手段开始出现相互融合的态势。扩大兵力投射范围、加强进攻性打击能力成为日本海洋军事战略的演进方向。战后特别是冷战末期到2018年出台新的《防卫计划大纲》之前,日本海洋军事战略总体上聚焦于区域拒止和制海两个维度。2022年12月出台新版“安保三文件”之后,日本海洋军事战略向增强战力投射维度扩展的方向基本明确。“反击能力”作为新变量将加快日本海洋军事战略朝着区域拒止、制海与战力投射三位一体的融合方向发展,还将推动日本加速拓展多元化海洋军事战术体系,并以应对台海突发事态作为日本发展海上进攻性打击能力的首要战略目标。日本海洋军事战略的扩张性倾向,将对中日安全关系的健康发展形成多重冲击。The maritime military strategies of the sea powers and the land powers have evolved,and strategic means such as regional rejection,sea control,and force projection have begun to merge.Expanding the range of force projection and strengthening offensive attack capability have become the evolution direction of Japan's maritime military strategy.After the World warⅡ,especially from the end of the Cold War to the introduction of the new Outline of the Defense Plan in 2018,Japan's maritime military strategy generally focused on two dimensions:regional denial and sea control.After the introduction of the new version of the“Three Security Documents”in December 2022,the direction of Japan's maritime military strategy expanding to the projection dimension of enhanced combat power is basically clear.As a new variable,“counterattack capability”will accelerate the development of Japan's maritime military strategy toward the integration of regional rejection,sea control and force projection.It will also promote Japan to accelerate the expansion of a diversified maritime military tactical system,and take responding to contingencies in the Taiwan Strait as the pri-mary strategic goal of Japan's maritime offensive attack capability development.The expansion trend of Japan's maritime military strategy will have multiple impacts on the healthy development of China Japan security relations.
