基层央行人民币发行库管库员职业素养构建 ——基于冰山模型视角

摘　　要：在持续深化货金业务转型、不断提高发行库管理水平的大背景下,如何构建人民币发行库管库员职业素养,对规范基层央行发行库业务操作行为、规避风险隐患、提高服务水平,具有十分重要的意义。本文基于冰山模型理论,依据《中国人民银行人民币发行库管理办法》等相关制度准则,构建管库员职业素养模型,提出提升发行库管库员职业素养的对策建议。Under the background of continuously deepening the transformation of the treasury business and continuously improving the management level of the issuing treasury,how to build the professional quality of the RMB issuing treasury keeper is of great significance for standardizing the operation behavior of the issuing treasury business of the grass-roots central bank,avoiding risks and hidden dangers,and improving the service level.This paper is based on the iceberg model theory,in accordance with The Administrative Measures of the People's Bank of China on the RMB Issue Treasury and other relevant institutional standards,the professional quality model of the treasury keeper is established,It is necessary to put forward countermeasures and suggestions to improve the professional quality of the issuing warehouse keeper.
