卫河“21·7”洪水堤防应急抢险回顾与思考

摘　　要：2021年7月,卫河流域发生历史罕见暴雨洪水,流域内多处堤防发生险情,应急抢险面临严峻挑战。以卫河流域堤防应急抢险实践为基础,从溃口原因、方案制定、封堵措施等方面对典型决口封堵进行了总结,分析了典型管涌险情特点,并有针对性地进行了有效处置。最后,对此次抢险实践进行了思考,提出有关建议,对类似堤防抢险具有一定的借鉴意义。In July 2021,there was a rare rainstorm and flood in Weihe River Basin,and many embankments in the basin were in danger,which posed a severe challenge to emergency rescue.Based on the practice of embankment emergency rescue in Weihe River Basin,this paper analyzes and summarizes the plugging of typical breach from the aspects of breach causes,scheme formulation and plugging measures.According to the typical piping dangerous situation,the characteristics of the dangerous situation are analyzed and effectively handled.Finally,the emergency rescue practice is reflected and the relevant conclusions have certain reference significance for similar embankment rescue.
