摘　　要：政府监管制度是中国特色社会主义制度的重要组成部分。国家社会科学基金重大项目研究成果《中国特色政府监管理论体系与应用研究》推进了中国特色行政管理理论创新,开辟了政府监管领域研究的新疆域。本文运用法治、体制、机制、信息、绩效“五维”分析框架,对政府监管制度体系做进一步的研究,探索了在政府治理现代化进程中动态把握政府监管制度创新规律的初步认识,提出了在服务型政府目标和深化简政放权、放管结合、优化服务改革中,使政府监管与政务服务更好地统一起来的政策建议,以及在公共管理学范畴中创建政府监管研究分支学科的学术倡议。Government Regulation System is an important part of the socialist systems with Chinese Characteristics.The research achievement of A Theoretical System for Regulation with Chinese Characteristics and Its Application approved as the major project of the National Social Science Foundation of China initiated new research dimension of regulation domains,ushered in new fields of the socialist theory and practice with Chinese Characteristics.The present author,by means of five dimensionalities such as the legal system,institution,mechanism,information and performance,offers a further research of regulation systems,an exploration of dynamic preliminary understanding of the innovation for regulation systems in the course of modernization of government governance,proposes the reform of government regulation in the goal of service-oriented government and the deepening of streamlining administration and delegating power to the lower levels and optimizing services,as well as the academic advice for establishing a sub-discipline of government regulation in the field of public administration.
