摘　　要：政策试点彰显了我国千年治理智慧和经验,是新时期中国共产党治国理政的一项重要制度资源。在过去的几十年间,政策试点频繁运用于国家各项改革和重大政策实践,深刻形塑具有中国特色的国家治理模式,助推“中国之制”向“中国之治”转变。当前,政策试点成为理解中国国家治理制度,探寻“中国之治”的重要切口。对此,国内外学者做了大量基础性研究工作,形成了见仁见智的学术成果。本文对现有研究进展作了系统梳理,指出研究局限与不足,并对有关议题进行讨论。本文认为,政策试点关键在于“先行先试”,本质上是在不确定性中寻找确定性的实践过程。下一步,深刻把握试点的本质特征,系统深入研究我国政策试点的重大理论实践问题,需要进一步明确研究基准、拓宽理论视角、延展研究议题、回应重大改革实践需求。The policy pilot demonstrates the wisdom and experience of China's millennium governance,which is an important institutional resource of the Communist Party of China's governance in the new era.Over the past decades,pilot policies have been frequently applied to various national reforms and major policy practices,profoundly shaping the national governance model with Chinese characteristics and facilitating the transition from“Chinese system”to“Chinese rule”.At present,policy pilot has become an important incision to understand China's national governance system and explore the“governance of China”.In this regard,scholars at home and abroad have done a lot of basic research work,and have produced scholarly results with different opinions.This paper makes a general review of the existing researches,points out the limitations and deficiencies of the research,and discusses the related issues.This paper holds that the key of policy pilot is mainly“early doing and trying”,which is essentially a practical process of seeking certainty in uncertainty.The research in this field should deeply grasp the essential characteristics of the pilot,focus on the major theoretical and practical problems of the policy pilot,further clarify the research benchmark,broaden the theoretical perspective,extend the research topic,and respond to the major reform practice.
