“摘牌”何以促减负:基层形式主义整治的组织符号逻辑——基于Y市A社区清理挂牌的实践考察

摘　　要：形式主义引发的工作负担是困扰基层治理的顽疾,既有研究多聚焦于组织权力结构,认为形式主义整治并未带来减负效果。本文以Y市A社区清理挂牌工作为例,揭示了其形式主义整治促进基层减负的组织符号逻辑:信息递送层面,对条线部门机构“摘牌”带来了文牍负担消解,抑制了上下加码的动机;关系建构层面,指导检查过程的“清牌”带来了遵从负担消解,重塑了政社关系认知;价值生产层面,业务考核环节的“去牌”带来了竞逐负担消解,推动了社区的服务宗旨回归。研究表明,形式主义整治的效果可以超越“形式”本身,带来深层的权力运行和主体互动关系调整。The burden caused by formalism has been a stubborn problem of grassroots governance.Most studies focus on power structures and suggest that formalism remediation does not lead to burden reduction.This article examines practice of Logo-Cleanup movement in A community of Y city and reveals the organizational symbolic mechanism of burden-reducing by logo-out:at the level of information delivery,logo-out removes community institutions and documentalism burden,signal transmitted from which inhibits incremental behavior from upper and lower;at the level of relationship construction,logo-out eliminates complianceism burden and reshapes relationship cognition between government and community;at the level of value production,logo-out stripes away competitivism burden,prompted a purpose-return of community governance and service.Research shows that rectification of formalities goes beyond the formalities itself,and triggers a deeper restructuring of power exercising.
