摘 要:本文在借鉴利益相关者理论的基础上,立足于社会组织的视角,从“目标锚定”和“借力而为”两个方面提出了社会组织影响企业社会责任建设的“巧治理”分析框架。通过对C组织“为电商平台‘去毒’”的案例分析,发现:社会组织为了克服其“弱位劣势”,一方面倾向于“摘容易得到的果实”,通过基于责任源头、网络结构和组织声誉的理性判断,使其能够更好地精准定位行动对象、降低行动成本和提升行动预期;另一方面,在行动过程中善于实现组织内在禀赋与外部资源的平衡,有效地借用政策契机和整合各方主体的力量,“以小撬大”来提升其影响力。研究不仅有效地拓展了组织行动的张力和可能性,也为跨部门合作中的企业社会责任建设提供了政策启示。Based on the stakeholder theory and the perspective of social organizations,this paper puts forward an analytical framework from two aspects of“goal anchoring”and“leveraging”.On the one hand,it is found that in order to overcome its“weak position and disadvantage”,social organizations tend to“pick the low hanging fruit”.Through rational judgment based on the source of responsibility,network structure and organizational reputation,they can better accurately locate the target of action,reduce the action cost and improve the action expectation.On the other hand,in the process of action,it is good at achieving the balance between the internal and external resources of the organization,effectively taking advantage of policy opportunities and integrating the strength of all parties,and increasing its influence.The research not only effectively expands the possibility of organizational action,but also provides policy enlightenment for the construction of corporate social responsibility in cross sector cooperation.
