深化金融体制改革和守住不发生系统性风险底线研究——以商业银行体制改革为例

摘　　要：当前,我国的金融风险可控可管,然而面对复杂多变的经济金融形势,系统性和重点区域金融风险仍然客观存在,影响风险产生因素很多,其中体制和机制的影响最为关键。体制与风险相互影响、相互作用,发挥体制对风险的管理、约束作用,必须根据不断变化着的风险持续深化体制改革。当下,要深化风险领导体制改革,坚持党管风险原则;深化经营管理体制改革,以发展成果化解风险;深化预警管理体系改革,构建预警风险系统;深化风险管理过程改革,全面管理系统风险;深化风险管理手段改革,提升科技管理风险效能;深化机构退出管理改革,切割风险管理单元;深化风险监管体制改革,提升监管纠错风险功能。Currently,China's financial risks are controllable and manageable.However,in the face of the complex and changing economic and financial situation,systemic and key regional financial risks still exist,and there are many factors influencing the generation of risks,among which the influence of systems and mechanisms is the most critical.System and risk interact with each other.To give full play to the system's role in managing and restraining risks,we must continue to deepen institutional reform in light of ever-changing risks.At present,we need to deepen the reform of the risk leadership system and adhere to the principle of Party leadership;deepen the reform of the management system to reduce risks with the achievements of development;deepen the reform of early warning management system and build early warning risk system;deepen the reform of risk management process to comprehensively manage system risks;deepen the reform of risk management means,improve the efficiency of risk management by science and technology;deepen the reform of institutional withdraw management and cut risk management units;and deepen the reform of the risk oversight system and improve the function of oversight for correcting risks.
